Factoring in Hawaii
Hawaii's economy is shaped by distance. Almost everything arrives by ship or plane, and the largest customers are hotels, the military and government agencies. The Bureau of Labor Statistics' Economy at a Glance table for September 2026 (preliminary) shows about 125,200 government jobs and 122,500 in leisure and hospitality, followed by roughly 115,400 in trade, transportation and utilities. Mining, logging and construction together account for about 40,200 jobs, while manufacturing is small, at about 12,500.
Each of those large categories generates business-to-business invoices. Defense installations on Oahu rely on contractors for construction, maintenance, IT and logistics; those firms wait on federal payment cycles and often factor to cover payroll. Our government contractor factoring page covers the federal assignment process.
Hotels and resorts buy linen service, food and beverage supplies, landscaping, security and staffing from local vendors who typically invoice on net-30 or longer. Construction contractors working on military housing, resort renovations and public infrastructure face progress billing and retainage, and they carry high material costs because nearly everything is shipped in; see construction factoring.
Inter-island and Mainland freight adds trucking, warehousing and freight-forwarding firms. Professional and business services, at about 72,700 jobs, includes the staffing agencies and consultants that serve all of the above.
UCC filings in Hawaii
Hawaii is one of very few states without a Secretary of State, so UCC financing statements are recorded with the Bureau of Conveyances, part of the Department of Land and Natural Resources. The bureau's home page describes its role in recording, indexing and digitizing documents, and notes that it researches UCC requests. It also describes Hawaii as one of two states with a single statewide recording system.
The bureau has updated its UCC forms. Its UCC forms notice says updated forms took effect July 1, 2023, amended to address transactions involving emerging technologies, while older forms will continue to be accepted until further notice. The bureau states that customers are responsible for completing the correct form and that questions about how to fill them out should not be directed to its office. Recording fees are listed on a separate page of the bureau's site.
A factor buying your invoices will record a UCC-1 at the bureau listing your business as debtor and describing accounts. That filing is how Article 9 lets the factor perfect its purchase against creditors who come later. Ask your factor, or a title or search company, to run a UCC search on your exact legal name before closing so any earlier lien on receivables can be addressed.
Hawaii law notes
Factoring is generally structured as a purchase of receivables rather than a loan. The factor's fee is a discount on the invoice, not interest, although a court reviewing a particular deal would look at how much risk actually transferred.
Hawaii codifies Article 9 in Chapter 490 of the Hawaii Revised Statutes. HRS § 490:9-406 covers discharge of the account debtor and notification of assignment, and it provides that a term in an agreement between an account debtor and an assignor shall be deemed ineffective to the extent it prohibits, restricts or requires consent to the assignment of an account. In practical terms, a hotel's or contractor's no-assignment clause generally cannot stop you from selling the invoice, subject to the statute's exceptions. Federal receivables follow separate federal rules.
No Hawaii-specific commercial financing disclosure statute covering factoring was identified as of November 2026.

Major metro areas
Urban Honolulu on Oahu is the state's commercial center, home to the main harbor, the airport, military commands, hospitals, state government and most corporate offices.
Kahului and central Maui combine tourism, agriculture and the construction tied to resort and rebuilding activity.
Hilo and Kona on the Island of Hawaii mix tourism, agriculture, astronomy research and government services.
Lihue on Kauai is a smaller tourism and government economy with seasonal vendor receivables.
Frequently asked questions
Why do I file a UCC in Hawaii with the Bureau of Conveyances?
Hawaii has no Secretary of State, so the Bureau of Conveyances, which also records land documents, serves as the UCC filing office. Filings and searches go through the bureau rather than a business registration office. Your factor typically handles the filing.
Can a Hawaii military contractor factor its invoices?
Often, yes. Factoring federal receivables requires following the Assignment of Claims Act, and factors experienced with defense work manage the notices to contracting and paying offices. Expect the first funding to take longer while the assignment is acknowledged. Our guide on how factoring works covers the basics.
Are shipping costs a reason Hawaii businesses factor?
They are a common one. Because materials are shipped in and paid for up front, contractors and distributors can carry large costs for weeks before customers pay. Factoring approved invoices shortens that gap. Model the fees against your margin with the factoring calculator.
